Killers Before Killing
This repeat offense features Dubya referring to stopping "killers" before they have actually killed anyone, which sort of stretches the definition of the word "killer" beyond all recognition (not to mention the eerie parallels to Minority Report this conjures up). Granted, he could just be trying to say he wants to stop them before they kill again (although in that instance I'm not sure what killers he'd be talking about), but that isn't what he ends up actually saying. That's our Dubya.
